The previous one was the first draft and the draft for comments. The final version was released this time.

 

The "strongest stoppage order" that had been raging in the past time, now finally has the following text: cancel the unified production and production stoppage ratio. This means that the "stoppage order" for this fall and winter will not come again.

In response to the problem of stoppages and production restrictions that are of concern to the general public, that is, the “stopping work order” issue, the “Toughening Action Plan” clearly states that for industries with high pollution and high energy consumption such as steel, building materials, foundry, nonferrous metals, chemicals, and coking, Carry out a unified ratio of production stoppages.
 
Instead, the scope and time of the stoppage and production limit are set by each locality according to the actual situation in the local area. To put it bluntly, it is no longer a "one size fits all" type of work stoppage, limiting power to the locality and adapting to local conditions.

 

It is understood that last year's autumn and winter pollution prevention and control battle, steel, building materials, coking, casting and other industries have set a specific amount of limited production ratio, such as 30% or even 50%. Such "stopping orders" have led to a large number of industrial enterprises being forced to stop production and limit production, and a large number of workers are unemployed, causing some negative emotions.
 
This year's "Toughening Action Plan" is based on the various situations of last year. It is no longer a "one size fits all" type of shutdown and production stoppages. It requires all localities to implement differentiated peak production according to actual conditions.
 

In addition, the "Defensive Action Plan" pointed out that the railway freight volume was greatly increased. All provinces (cities) shall formulate a three-year action plan for the adjustment of transport structure, propose an implementation plan for the construction of bulk cargo, container and medium- and long-distance cargo transport, iron, iron and water transport, and green freight hub, and clarify the transportation structure adjustment target. Give full play to the existing railway special line transportation capacity and increase the long-distance transportation volume of railway bulk cargo. Increase the investment in railway and port connecting lines, industrial and mining enterprises' special railway lines, and accelerate the construction of special railway lines for key enterprises such as steel, electrolytic aluminum, electric power and coking. The new renovation and expansion involves construction projects for bulk materials transportation. Green transportation methods such as railways, waterways or pipelines should be used as much as possible.

 

Before the end of December 2018, the coal ports in the Bohai Rim region, the main ports along the coast of Shandong Province, Tangshan Port and Huanghua Port will be transported by rail or waterway; the proportion of railways transported by the port will be increased, and the port will be encouraged to pass through the belt conveyor. Speed up the construction of freight railway lines such as Tang Cao and Shui Cao, vigorously increase the coal transportation volume of Zhangtang and Wagyu railway lines; speed up the promotion of container multimodal transport, increase the volume of containerized iron and steel combined transport in key ports by more than 10%; engineering.

 

At the same time, accelerate the upgrading of the structure of vehicles and ships. Each city shall formulate a three-year action plan for upgrading the structure of its vehicles and vessels to ensure that the proportion of new energy and national six emission standard clean energy vehicles in public transport and sanitation, light distribution, and distribution vehicles in urban built-up areas in 2020 will reach 80%. The operation of medium- and heavy-duty diesel trucks with national and tertiary emission standards, old gas vehicles with lean combustion technology or “oil to gas” early phase-out plan. Ships that have been used for more than the useful life are legally prohibited.

 

Since October 1, 2018, new and updated public transportation or clean energy vehicles have been adopted for new and updated public transportation, sanitation and postal vehicles in urban built-up areas. New or replacement vehicles are mainly used in ports, airports, railway freight yards, etc., using new or clean energy vehicles. Beijing, Tianjin, Shijiazhuang, Taiyuan, Jinan, and Zhengzhou City have formulated a plan to replace all buses in the built-up area before the end of 2020 with new energy vehicles. All-in-one heavy-duty diesel trucks that have eliminated the emission standards of the National Three and below, and old gas vehicles that use lean burning technology or “oil to gas”.

 

The "Toughening Action Plan" emphasizes that it is necessary to severely investigate and punish the excessive discharge of motor vehicles. Before the end of December 2018, all provinces (cities) carried out random inspections on newly-produced and sold car (machine) type families. Strictly register new diesel vehicle emission inspections. When conducting inspections on newly registered diesel trucks, local emission inspection agencies shall verify the disclosure of environmental protection information on the vehicle by the national motor vehicle sewage monitoring platform, check the pollution control devices, and conduct on-line emission testing. The competent department of ecological environment shall strengthen supervision and supervision. Cancel the local environmental protection compliance announcement and catalogue approval according to law.

 

All cities should form a joint supervision and normalization mechanism for the inspection of the ecological environment, the punishment of the public security traffic control department, and the supervision and maintenance of the transportation department, increase the road inspection and inspection, and rely on the overload inspection site to carry out the diesel truck pollution control device and vehicle. Supervised spot checks such as diagnostic system (OBD) and exhaust gas emission standards. For the logistics parks, cargo distribution centers, industrial enterprises involved in the transportation of bulk materials, bus stations, long-distance passenger stations, construction sites, coastal areas along the Yangtze River, and other key places where vehicles are parked and used, “double random, open”, etc. Carry out household supervision and sampling, synchronously measure the quality of fuel for vehicles and the quality of urea used in vehicles. All localities carry out the construction of the vehicle emission detection and compulsory maintenance system (I/M system). Strengthen the supervision of the emission inspection agencies through random sampling and remote monitoring, and achieve annual full coverage, focusing on the inspection process data, video images and test reports of over-standard vehicles, off-site vehicles, and operating diesel vehicles registered for more than 5 years. Severely crack down on the fraudulent behavior of the emission inspection agency, and the suspected crime is transferred to the judicial organs.

 

Promote deep governance of high-emission vehicles. In accordance with the government guidance, corporate responsibility, and full-process monitoring mode, we will promote the deep treatment of diesel vehicles with low mileage and high residual value, and install remote emission monitoring equipment and precise positioning system, and network with the competent environmental authorities to monitor fuel tanks and urea in real time. The tank level changes, as well as the emission of nitrogen oxides and particulate matter, to ensure the treatment effect. Conditional cities regularly change taxi three-way catalytic devices.
